If you are considering building your own home, excluding some of the finishing work from your building contract, or renovating your existing home, you will need to apply to the Building Commission of Western Australia. All of the owners of the land must apply, and at least one applicant must provide evidence that he/she has sufficient knowledge to build. You will probably need to complete a course for owner builders.

Obtaining permission to be an owner builder is not a Permit to Build. After applying to the Building Commission, you must then obtain a Building Permit from the Permit Authority (your Local Government).

Once you have been granted approval to be an owner-builder, you cannot reapply for another owner/builder permit for a minimum of six years.

Building is not as easy as home renovation shows make it out to be. As the builder, you are in charge of all of the management and supervision of the work.  There are risks involved and you are legally responsible for the contractors on site. You are also liable if the building work does not comply with all building standards and safety regulations.

Being an owner-builder is a fulltime job. Some of the knowledge you need includes:

  1. managing contracts and supervising trades;
  2. understanding plans and specifications (including engineer details, consultant reports i.e. energy efficiency requirements);
  3. having all necessary insurance, including contract works and liability, workers compensation and home indemnity;
  4. knowing there may be contractual disputes with trade contractors and suppliers, and knowing how to handle them;
  5. recognising bad building work, it is much more than just aesthetics and
  6. managing your project within your time frame and budget.

    Im looking for a bit of advice regarding getting my owner builder licence. There seams to be a number of training organisations out there, are they offering all the same thing?
    I work in the construction industry and have a white card, both my partner and myself have owner built before but it seams the rules have changed since! it is 8 years since either of us owner built.

    Dear Sir/Madam
    My question is. Do I require a plumber to do this work or can I, as the owner, do the work myself and is any permit required?

    I wish to renovate my bathroom by altering the shower drain.
    I wish to install a grate and connect the grate to the existing drain pipe.
    The grate is 900mm long – 90mm wide and the connecting pipe 400mm long.
    The concrete floor will need to be cut into to install the grate and connect to the existing down pipe.
