What is a GTO
A Group Training Organisations (GTOs) facilitate an employment and training arrangement whereby the GTO employ apprentices and trainees under an Apprenticeship / Traineeship Training Contract and then places them with host employers.
A Group Training Organisation (GTO) undertakes all of the employer responsibilities for the quality and continuity of the apprentices’ and trainees’ employment and training. The GTO also manages the additional care and support necessary to achieve the successful completion of the training contract, such as pastoral care, training outside of the training contract, and a wide base of members to rotate apprentices into allowing Master Builders apprentices gain experience in all areas of their chosen trade.

Nationally, Master Builders employs over 1000 trades apprentices and achieves completion rates at above 80% thanks to a market leading business model that limits the number of apprentices supported for each field officer and offers better pastoral care for both apprentices and host employers.
We have the network to keep apprentice employed. Our network of builders is the largest in the state giving us the unique ability to move apprentices to find alternate hosts in the event a host employer is not long able to provide work for the apprentice. We keep apprentices in the industry better than anyone else.
We can offer apprentices experience across all types of construction sites and projects – residential, commercial and civil construction – and by doing so give apprentices are more rounded training experience.
Our primary obligation is to the industry. We’ve represented the interests of the building and construction industry in WA for more than 125 years.

Over the past five years the construction industry has seen Trades apprentice completions are too low at around 56%. This hurts the job prospects of young people, creates hesitancy from employers to engage in the apprenticeship system and is a waste of taxpayer’s money. Improving completion rates of trades apprentices is one of the most cost-effective ways of expanding capacity in the construction workforce.
Nationally, Master Builders employs over 1000 trades apprentices but does not currently run an apprentice program in WA. The annual completion rate for MBA apprentices is over 80% due to a business model that offers industry leading pastoral care for apprentices and host employers.
There is a big opportunity to leverage the State government major project pipeline as a skills incubator for the wider construction industry. Master Builders is uniquely placed to help support this initiative given our reach across all construction sectors and in all regions in WA. Big projects can play a much bigger role in support apprentices and workforce development.
MBA is pursuing a GTO Registration to assist our members close the gap when it comes to workforce shortages in the construction industry. As an industry that relies heavily on an ageing trade workforce, a boost in apprenticeship numbers is required to meet the requirements for the projected pipeline of work.
